The Approved Document Part L for Wales is set to be updated this month. 

This comes after the updated Approved Document Part L for England came into force in June 2022. 

When?

The Approved Document Part L for Wales is set to come into force in November 2022.

Any project registered with building control from 23rd November onwards will be assessed under the new Part L standards. 

Similarly with England, any project registered before this date will have one year to begin construction in order to avoid the new standards becoming applicable.

Key Points - SAP

The main compliance matrix will be TER/DER as it was previously, however a new requirement called Target Primary Energy Demand (TPER/DPER) is being introduced, again similarly to in England.

There is also a new requirement for all EPCs produced in SAP to be a minimum rating of a B.

Renewables will be a requirement in order to meet the stricter TER requirements, as well as the new TPER requirement. Air source heat pumps and/or solar PV will be required on each project. 

Stricter limiting U-Values are also being introduced as summarised in the table below. As ever – it is highly likely that the majority of these values will need to be bettered in order to achieve overall SAP compliance.
