Following the release of the long-awaited Future Homes Standard, the UK government has provided critical updates on the implementation of Building Regulations Part L 2026.

With compliance getting tougher, understanding the "transition arrangements" is vital to avoid costly redesigns. Here is everything developers and architects need to know about the shift from Part L 2021 to the new 2026 standards.

Key Dates: When Does Part L 2026 Go Live?

The new Part L 2026 regulations will officially go live on 24th March 2027.

However, much like the 2021 update, there will be a 12-month transition period. This period is designed to help the industry adapt to the rigorous new requirements, which include a move toward the Home Energy Model (HEM)—the successor to traditional SAP calculations.

How the Part L Transition Period Works

To be assessed under the previous Part L 2021 standards, your project must meet two strict criteria:

  1. Application Date: The building control application must be registered prior to 24th March 2027.
  2. Commencement Date: Work must physically commence on each building within 12 months of that registration.

The New Definition of ‘Commenced’
One of the biggest changes in the 2026 update is how "commencement" is defined.

  1. Old Rule: Simply having foundations laid was often enough to be deemed "commenced."
  2. New Rule: Commencement now requires the completion of the ground floor slab.

Note on Plot vs. Block: The definition of a ‘building’ does not always refer to individual plots. For flats or terraced housing, commencement can often be classed at a block level.

Exceptions: High-Risk Buildings (HRB)

There is a separate transition period of 18 months for 'High-Risk Buildings'.

  1. Definition: High-Risk Buildings are defined as those being 18+ storeys tall.
  2. Exclusion: These extended arrangements will not apply to projects still registered under the older Part L 2013 standards.
